The House of Representatives passed legislation Tuesday that prohibits biological men from competing in women and girls’ sports.
The Protection of Women and Girls in Sports Act amends Title IX of the Education Amendments of 1972, which forbids sex-based discrimination in federally funded education programs, to define sex as “based solely on a person’s reproductive biology and genetics at birth.”
The bill, passed in a 218-206 vote with two Democrats joining all Republicans, specifies that allowing “a person whose sex is male to participate in an athletic program or activity that is designated for women or girls” constitutes a violation of Title IX.
The act first passed the House in April 2023 along party lines but stalled in the then-Democrat-controlled Senate. Having secured a majority in both chambers of Congress, Republicans now aim to follow through on their promise to oppose transgender athletes participating in women’s sports, a central issue they highlighted during the 2024 election.
President-elect Donald Trump has repeatedly railed against “transgender lunacy,” vowing to “keep men out of women’s sports” on day one of his administration. Nearly 70 percent of Americans support Trump’s stance, saying that transgender athletes should “never” or only “in rare cases” be allowed in women’s sports, according to a poll by NORC at the University of Chicago.
“Americans have loudly spoken that they do not want men stealing sports records from women, entering their daughters’ locker rooms, replacing female athletes on teams, and taking their daughters’ scholarship opportunities,” said Rep. Greg Steube (R., Fla.), who introduced the bill. “Republicans have promised to protect women’s sports, and under President Trump’s leadership, we will fulfill this promise.”
