Senate Parliamentarian Elizabeth MacDonough has ruled additional provisions of the One Big Beautiful Bill Actâthe legislation the GOP is looking to pass to enact President Donald Trumpâs legislative agendaâas out of order.
This is in accordance with the âByrd Ruleâânamed for former Sen. Robert Byrd (D-W.Va.)âwhich allows reconciliation bills to only include measures related to taxing, government revenue, and the national debt. Reconciliation is the process by which Republicans are looking to pass the One Big Beautiful Bill Act, as it would allow them to pass it through a simple majority in the Senate without having to deal with the 60-vote filibuster threshold.
