
Senate Parliamentarian Elizabeth MacDonough has ruled additional provisions of the One Big Beautiful Bill Act—the legislation the GOP is looking to pass to enact President Donald Trump’s legislative agenda—as out of order.
This is in accordance with the “Byrd Rule”—named for former Sen. Robert Byrd (D-W.Va.)—which allows reconciliation bills to only include measures related to taxing, government revenue, and the national debt. Reconciliation is the process by which Republicans are looking to pass the One Big Beautiful Bill Act, as it would allow them to pass it through a simple majority in the Senate without having to deal with the 60-vote filibuster threshold.
