WASHINGTON—President Donald Trump on Aug. 28 requested Congress to rescind $4.9 billion in appropriated funds for foreign aid spending.

The funds were allocated to the Department of State and the U.S. Agency for International Development (USAID)—which is in the process of being closed by the Trump administration—during the Fiscal Year 2025 appropriations process. Congress has 45 days to act on the president’s request to rescind the funds by passage of a bill, during which time the funds remain suspended.
